In a medium bowl, stir the dry ingredients (flour, salt, baking soda, and baking powder) and set aside.
In a large mixing bowl, cream the butter and sugar until well combined.
Add vanilla and eggs. Mix until fluffy.
Add dry ingredients to the mixture and mix until well combined.
Add chocolate chips and mix well.
Line a baking pan with parchment paper.
Roll the dough into small balls (about 2 tablespoons each) and place them spaced out on the baking pan.
Add a few chocolate chips on top of each cookie ball.
Chill the cookie balls on the trays in the refrigerator for 30 minutes.
Bake for about 8-10 minutes. Do not over-bake.
